docs(upgrading): Add dependency matrix for NetBox versions

Browse Source 
Adds a dependency matrix to the upgrade guide, detailing supported
Python, PostgreSQL, and Redis versions for each NetBox release. This
helps users verify compatibility before upgrading.

Fixes #18733
